QCLS received its 501(c)(3) determination on January 24, 2025. We are incorporated in Indiana, operating with a documented strategic plan, an independent governing board, and a clear three-pillar mission.

What nearly two decades actually means. MarQuest Higgins built and operated Medicaid-funded disability service systems from the inside — writing the compliance documentation, building the financial controls, sitting in the board meetings, measuring the outcomes, and watching what happened when the infrastructure was not there. QCLS is not built on theory. It is built on the specific failures and successes of organizations that served this community before QCLS existed.
The gap no one else was filling. Community foundations in Henry and Madison County hold more than $88 million in combined assets.
